![]() | Paula Ballard President Paula is a registered dental hygienist for Howell Dentistry. She received her degree from West Virginia Institute of Technology in 1986. She has worked for the last 32 years in Boone County while raising her family. Paula loves giving back to her community by serving in the Wildwood Garden Club. She is also an active member of Madison Baptist Church where she has served on various boards throughout her membership. She currently resides in Madison with her husband Mike who helps manage the family business, Stephens Auto Center. She is most proud of her two children, Micah, who is a family nurse practitioner and Cole, who is a graduate of Fairmont State University with degrees in accounting and finance. The charity that is most dear to her heart is the Boone County Community Foundation Goldie Stephens Memorial Fund. Since the passing of her beloved mother, Goldie, in 2006, the family has given grant funds to various non-profit organizations throughout Boone County in her memory. |
![]() | Harry G. “Chip” Shaffer III Vice-President Chip, a founding member of the Boone County Community Foundation, is a life-long resident of Boone County, and is a 1973 graduate of Scott High School. He attended WVU and graduated with a law degree in 1981 and has since been a member at the law firm of Shaffer & Shaffer, PLLC. Chip has previously served in the following organizations: Governor’s Commission of School District Governance and Administration; WVU Alumni Association (Board of Directors, Past President); WVU Athletic Council; WVU Presidential Search Committee; Central WV Chapter of the American Red Cross (Board of Directors); Charleston Area Alliance (Board of Directors); Charleston Chamber of Commerce (Board of Director, Secretary); and Capital Area Development Corporation (Board of Directors) . He is presently involved with the Defense Research Institute; WV State Bar Association; Forth Circuit Court of Appeals Judicial Conference; West Virginia Land and Mineral Owners Association; WV Bar Foundation (President and Board of Directors); Premier Bank (Board of Directors); Alderson Broaddus University Board of Trustees (Secretary, Vice Chair Presidential Search Committee); Boone County WVU Alumni and Friends (Past President and Charter Member); and the Madison Rotary Club (Past President). Chip also serves as an Executive Board Member of the Boy Scouts of America, Buckskin Council, and is a past Representative of the Buckskin Council to the National Council of the Boy Scouts of America. He is currently the Assistant Scoutmaster for Troop 289 in Madison. Chip is an active member of the Madison Baptist Church where he has served in various positions of leadership and teaches an adult class in Sunday School. |
![]() | Sheila Combs Treasurer Sheila is a graduate of Sherman High School and West Virginia State University with a Bachelor of Science in Business Administration. She operated her own nursery business for 20 years before retiring in 2015. She has served on the Advisory Council for Catholic Charities of West Virginia and currently serves on the Board of Directors of the Regional Family Resource Network. Sheila is the founder and President of the Upper Big Branch Mining Memorial Group, who raised funds for and constructed the UBB Memorial Plaza in Whitesville, WV. The UBB Group continues to conduct various projects to help our local community. Sheila and her husband, Timothy, reside in Orgas. |

Kevin is a member of the O’Dell Lodge #115 and the Beni Kedem Shrine Temple. Kevin resides at Alum Creek with his wife Kathy Gillenwater Hill. |
![]() | Paul Maynard Board Member Paul graduated from Marshfork High School and obtained an accounting degree from West Virginia State University. Paul worked 36 years in the coal mining industry before retiring in 2002. After retiring, he began a career at Whitesville State Bank where he worked until 2010. Paul has since been serving on the Board of Directors for Whitesville State Bank. Paul and his wife Marilyn reside in Seth. They have two daughters, Tammy Watson and Tricia McClung. Tammy and her husband Larry live in King, NC. Tricia, her husband Marshall, and three children live in Madison. Paul is enjoying retirement and loves to spend time with his family. |
![]() | Ronald Grant Board Member Ron is a lifelong resident of Boone County, a graduate of Van High School, and Southern West Virginia Community College. He retired from the coal industry in 2008 after 36 years. Ron currently serves on the Governance Committee and Board of Directors for United Way of Central WV; Committee for Boone Backpack Buddies; Boone County Developmental Authority Board; and Boone County Homeland Security. Ron is also a member of Madison Rotary, Rev Up Madison, and is Boone County's Lead Community Volunteer for the American Red Cross. Ron resides in Bob White with his wife Danna. |
![]() | Angela Price Board Member Angela McGill Price was born in Homestead, PA (five miles outside of Pittsburgh) in 1956. Her father, Warren McGill, was a steel mill worker at US Steel. Her mother, Aurelia McGill, was a nurse's aid at West Penn Hospital. After graduating from Peabody High School in 1974, she pursed a BS in Elementary Education (science) from the University of Pittsburgh. Upon graduation in 1978, she secured a teaching position in Boone County Schools. Angela taught a variety of courses in grades 3-6 throughout her 36 year tenure and she enjoyed every minute of it. But all good things must come to an end so in 2015, she retired. These days you can find Angela devoting her time to her husband, Randall, visiting her adult children and grandchildren in various cities and participating in community and church activities throughout Boone, Logan, and Kanawha Counties. |
![]() | Connie Phillips Staff A long-term resident of Boone County, Connie has worked as the Managing Director since 2012. Connie earned an Associate Degree in Business from Southern WV Community and Technical College. Before coming to the Foundation, she worked as a Legal Assistant for seven years. She is an active member of the community, assisting groups such as Boone County 4-H, Backpackbuddy.org-Boone County, Appalachian Community Theatre, and S.T.A.G.E. She is also a member of H.S.T.A. Local Governing Board and the WVU Extension Service Committee. |
